Three themes that reflect a developing consensus among policymakers and researchers and point to the opportunities for a career pathways model are:

  1. Students need to stay in school and complete the requirements for a high school diploma;

  3. Training programs that emphasize, " work first " do little to promote career progression. Programs need to focus more on a competency-based model that emphasizes the knowledge and skills students need to work in today's jobs.

There are five key components in the implementation of Career Pathways. These are:

  4. Student: Summer employment in a neighboring facility;
  5. Student: Possible entry-level employment after graduation;
